Monthly Plans and Data Packs

If you use international routes regularly, start by checking your actual monthly usage. For occasional travel or bursts of work, consider a data pack. The differences shown here are price, data allowance, and reset rules—not the number of devices.

Monthly plan: data resets each month on the activation date

For regular use, use your actual data consumption to choose a tier. Having a client open does not necessarily mean you are using a lot of data.

Monthly Plan · 60GB

Light browsing and text-based work

¥9.9 / month

Suited to browsing, text conversations, and light office work. If you only visit international websites now and then, read documents, or handle text-based tasks, start with this tier and check your actual usage. File transfers, video streaming, and background sync also use data, so text-focused work does not mean other apps can be ignored. This plan includes 60GB, which resets each month on the activation date. If you often approach the limit, check what is using your data before deciding whether to upgrade.

Monthly Plan · 250GB

Everyday work and mixed media use

¥18 / month

For people who need cross-border access every day and switch between office work, AI tools, and video streaming. This tier includes more monthly data than the light-use option, making it easier to use a computer and other devices on the same account. Keep in mind that all devices share the account allowance; it is not 250GB per device. Video quality, cloud file syncing, and repeated downloads all affect usage. Check your actual usage history rather than choosing based only on connection time.

Monthly Plan · 500GB

More video streaming and file transfers

¥28 / month

For people who have confirmed they use a lot of data each month, often stream video, transfer files, or use several devices regularly. The larger allowance provides more room for these activities, but 500GB is still a fixed monthly data allowance—not unlimited data—and does not guarantee access to content on every platform. If your usage is modest, there is no need to choose this tier just because you have more devices; all tiers support unlimited devices. Monthly plan data resets on the activation date, so keep an eye on your remaining allowance.

Data Packs: Use Until Depleted, Never Expire

For irregular usage. Data decreases as you use it, does not reset monthly, and the listed price is not a monthly fee.

Data Pack · 300GB

Occasional access and short-term tasks

¥158 / pack

For people who use the service infrequently but want international routes available when needed. Use the data for research while traveling or temporary cross-border work tasks. The 300GB is a total pack allowance, not a monthly allocation; there is no monthly reset to plan around. Consider whether you expect to stream a lot of video or download large files, as never expires refers to the validity period—not to the data staying unchanged. Choose another plan when the pack runs out.

Data Pack · 1000GB

Occasional bursts of heavier use

¥358 / pack

For people with irregular usage who sometimes need to handle large files, watch courses, or use online tools intensively. Use the 1000GB at your own pace; it lasts until depleted and never expires. The main difference from a monthly plan is not the client or number of devices, but how the allowance is managed: monthly plans reset each month, while data packs draw down a total balance. If you use the service almost every day, compare your account usage history with a monthly plan rather than deciding based only on the larger total allowance.

Data Pack · 3000GB

A larger total allowance for known needs

¥658 / pack

For people who understand their usage and want to plan around a total data allowance. The 3000GB pack provides a large total allowance, but that alone does not make it the best choice for everyone. If you use the service continuously over a long period, compare its terms with a monthly plan's reset schedule. If there are long gaps between tasks, the never-expiring allowance may better fit an irregular schedule. All devices share the same allowance, and background updates or cloud sync may also count toward usage. Check your remaining balance regularly.

Included Features

Included with every plan

First make sure the data allowance and billing method suit you, then consider the connection options. Device count, platform support, and route coverage do not determine plan tiers.

CitiVPN

Unlimited devices

Use a computer and other devices at the same time without moving to a higher data tier just because you have more devices. All devices share the account allowance. What matters is total usage, not how many client apps you install.

90+ countries / 190+ routes

Route coverage lets you choose an exit region based on the service you want to access. Check the panel for currently available routes. See the Nodes page for details on IEPL dedicated lines, relays, and direct connections.

Quantum encryption

Quantum encryption describes CitiVPN's connection security configuration. For everyday security, protect your account password and subscription details, avoid sharing subscription information publicly, and check your account promptly if a device is lost.

Windows / macOS / iOS / Android / Linux

Sign in to the panel to get a client and subscription. Clients are available for Windows, Android, macOS, and Linux after signing in; iOS requires an active plan. Installing a client and having an active plan allowance are separate steps.

AI Tools and Streaming

Choose an international route based on the region requirements of the service you want to access. AI tools and streaming platforms have their own account, regional, and content rules. A network subscription does not include memberships to those platforms or guarantee that every route works with every piece of content.

Support Tickets in the Panel

For connection, order, or refund issues, submit a support ticket in the user panel. Include your device platform, route, and the specific issue so the team can follow up in the same ticket. Do not include your account password.

How to assess your data usage

Start by distinguishing text-based browsing, video streaming, and file transfers. Text conversations do not mean every AI task uses little data; images, audio, and attachments also require data. Video quality and viewing time affect usage, while background cloud storage sync and app updates may also use data if routed internationally. Rather than choosing a higher tier based on a guess, check usage in the panel and review your client's split-tunneling settings so tasks that do not need an international route can be handled according to your needs.

If your current plan is enough, there is no need to upgrade just for a larger number. If you regularly approach your monthly allowance, consider a higher data tier and check the upgrade details. If you only use a lot of data occasionally, a data pack's never-expiring validity may be more relevant. For help comparing options, read Data Packs vs. Monthly Plans.

Payments and Orders

Alipay / WeChat Pay / USDT Payments

Check your plan before going to checkout. After paying, confirm the result using the order and account plan statuses—not by whether you have closed the payment page.

Before Creating an Order

No email address is required; create an account with a username and password. In the Plans section of the user panel, check whether you are choosing a monthly plan or data pack, then review the data allowance, price, and billing method. Do not treat a data pack's total price as a monthly fee or a monthly allowance as a permanent total.

If you already have a plan, first check your remaining data and plan status. For a mid-cycle monthly plan upgrade, the price difference is prorated for the remaining days. Use the order details shown in the panel to verify the change. If the result is unclear, confirm it through a support ticket before paying.

Username + passwordNo email address required

After Payment

Follow the instructions for the current order shown at checkout. For USDT payments, carefully check the payment details on the page; do not rely on information from a previous transaction. After paying, return to the user panel, check that the order is complete, and confirm that your plan and data allowance are shown.

If you have paid but the status has not updated, keep the order details and proof of payment, and do not create and pay for another order for the same need. Explain the order and payment status in a support ticket so the team can follow up on the original record. Once the plan is confirmed, get the client from the downloads section and import your subscription.

Refunds and Verification

7-day refund policy

To request a refund, submit an application through the user panel. See the Terms of Service for the refund rules and full eligibility details.

How to request a refund: Sign in to the user panel, go to the support tickets section, and explain that you are requesting a refund. Include the relevant order details. Put the order status, payment method, and issue in the same ticket to make verification easier. Do not submit your account password or full subscription details.

After submitting your request, keep your order and payment records, and check for replies or follow-up details in the original ticket. If the issue is a connection problem, you can also describe your device platform, selected region, and the specific error to help identify possible configuration issues. Whether to continue troubleshooting is up to you and does not affect your ability to review the refund rules. Check the panel for refund progress; no processing or arrival time is promised on this page.

Plan and Billing FAQs

Common Questions About Plans and Refunds

How much does CitiVPN cost?

Plans start at ¥9.9/month for 60GB. Other monthly plans are ¥18/month for 250GB and ¥28/month for 500GB. Data packs cost ¥158/300GB, ¥358/1000GB, or ¥658/3000GB; they last until used and never expire. Monthly plan data resets on the activation date.

How many devices can use one plan?

Use your plan on an unlimited number of devices at the same time. Windows / macOS / iOS / Android / Linux are supported. All devices share the data in your account plan; each device does not get a separate allowance.

How many days do I have to request a refund, and how?

Refunds are available within 7 days, no reason required. Sign in to the user panel and submit a refund request through a support ticket, including the relevant order and payment status. Keep the order details and check for a reply in the same ticket. See the Terms of Service for eligibility and full details.

Which payment methods are supported?

Alipay / WeChat Pay / USDT are supported. Choose a plan and create an order in the user panel, check the amount, then follow the checkout instructions to pay. Return to the order page afterward to confirm its status. Do not pay again before the status is confirmed.

When does monthly plan data reset, and can I upgrade mid-cycle?

Monthly plan data resets each month on your activation date, not on a fixed calendar date. For a mid-cycle upgrade, the price difference is prorated for the remaining days. Before confirming, check the order details and time remaining shown in the panel; do not estimate the amount by simply subtracting full-month prices.

Do data packs expire, and how can I tell if one is right for me?

Data packs last until used and never expire. They suit people whose usage is occasional or unpredictable and who want to pay based on actual consumption. If you use the service every day over a long period, check your account usage and compare it with a monthly plan rather than looking only at the total data allowance.
