Terms of Service
These terms apply to the cross-border network acceleration subscription service provided by CitiVPN. Before using the service, please review its scope, billing, and refund rules. Creating an account or using the service means you accept these terms. If you have questions, contact support through a user panel ticket before deciding whether to proceed.
Service Content and Scope
CitiVPN provides international routes and related client access, covering 90+ countries / 190+ routes and supporting Windows / macOS / iOS / Android / Linux. Check the user panel for available routes and connection methods. Route configurations may change due to network conditions or maintenance needs.
The service is for network acceleration and cross-border access. It does not include accounts, content licenses, or paid benefits from third-party websites or apps. When accessing international websites, you must still follow the relevant platform's regional, account, and content-use rules. Connecting to a route does not grant eligibility to use a third-party service.
Account and Device Use
No email address is required to create an account; a username and password are all you need. Keep your account credentials and subscription link secure. Do not publish them, lend them, or share them with others. If you discover leaked credentials or unusual connections, change your password promptly and report the issue through a user panel ticket.
The service supports simultaneous connections on unlimited devices for the account holder's personal use. This does not permit resale, subleasing, account sharing, or providing public access to others. You are responsible for managing your devices and client configurations and preventing unauthorized use of your subscription information.
Subscription Billing and Refunds
Monthly subscriptions are ¥9.9/month for 60GB, ¥18/month for 250GB, and ¥28/month for 500GB. Data resets monthly on the activation date; mid-cycle upgrades are prorated based on the remaining days. Data packs are ¥158/300GB, ¥358/1000GB, and ¥658/3000GB. They last until used and never expire. Check the plan type, amount, and data allowance before placing an order.
Payment methods are Alipay / WeChat Pay / USDT. You may request a full refund without giving a reason within 7 days of your first payment. Submit the request through a user panel ticket, identifying the relevant order and stating that you want a refund; no explanation of dissatisfaction is needed. CitiVPN will process the refund after verifying the order. The time it takes to arrive depends on the payment channel, and no fixed arrival time is guaranteed. Your statutory refund rights are not limited by these terms.
Compliant Use
You must comply with the laws and regulations of your location and any regions involved in your use of the service. Do not use the service for unlawful purposes, including network attacks, fraud, distributing malicious software, violating another person's privacy or intellectual property, or accessing another person's systems without authorization. You are responsible for activity carried out through your account.
Do not disrupt routes, devices, or other users through automated abuse, malicious scanning, or other forms of interference. CitiVPN will verify and address lawful investigations or rights complaints as required by law. See the Privacy Policy for details on how personal information is handled.
Service Availability and Liability
Your connection experience may be affected by your local network, carrier links, exit region, device configuration, and third-party platform rules. Maintenance, faults, or changes to external networks may cause interruptions, route changes, or access failures. The service is not guaranteed to be continuously available in every region or at all times, or with every third-party app. No specific speed or platform access result is guaranteed.
If an issue occurs, provide your device platform, selected route, and error message in a ticket. Do not submit your password or full subscription link. These terms do not exclude any liability that CitiVPN is required to assume by law. Liability for external events not attributable to the service will be determined under applicable law.
Account Closure and Changes to These Terms
For unlawful use, resale or sharing, attacks on the service, or other material violations of these terms, CitiVPN may restrict access, suspend or close an account, and explain the reason through the user panel. Where there is an urgent security risk, necessary action may be taken first. If you disagree, you may request a review by submitting a ticket. Refunds and other rights remain subject to these terms and applicable law.
If service rules change, CitiVPN will update the date on this page and announce important changes here or in the user panel. Changes affecting paid benefits will be handled in accordance with applicable law and will not automatically reduce existing rights simply because this page has been updated.
